I could go to a grocery store right now and walk out with a cart full of lips and assholes. But people are freaking out about a small dose of horse? I'm not sure I get this one.

After the steaks, ribs, bacon, etc. have been chopped off you get the hot dog. Noses to buttholes and it even comes in bun length.

FDA has no power, big business is suppose to monitor their own products in most cases.

This is problnly more information than you want:

FDA inspects seafood processing. All meat (beef, pork, chicken, turkey and duck) plants are inspected by USDA (Food Safety and Inspection Service) if the product is sold in interstate commerce. Horse meat is allowed if properly listed on the label, which USDA must approve. Until a few years ago there was one last horse processing plant in Texas. About 20 years ago the one in Walterboro closed. Horse is a notable meat in France and Belgium particularly. It's a cultural taboo in the U.S. because people here generally view a horse like their dog or cat.

When you eat any processed meat - hot dogs, ground beef, etc. in restaurants you're on your own unless the company posts their ingredient statements online. In supermarket purchases you should read the labels if you want to get an idea. Sometimes though it can be disguised with words like "beef trimmings". If ts organ meat (like stomach, heart, etc.) I believe it is supposed to be listed as such. It's not a food safety thing - just not something you may want to know the details on.
