He said the the wide receiver #6 (the one catching most of the passes) is currently committed to UNC but if Conner commits here then he wants to look into the possibility of playing for Carolina. I don't know if he has an offer, but he looks like he has developed some pretty good chemistry with Conner. Some of his catches are pretty nice.

I don't think it's too odd. I think Spurrier would love to go back to have pocket quarterbacks like he did at Florida. He just hasn't really had any here so he's working with what he's got.
