it because 247 don't project him to be drafted to the NFL. That has pretty much become the standard for 247
The reason he isn't a 4 star here is cause they don't know where to exactly project him
If he was strictly one position it would be easy, but no one knows how good he will translate to being a full time DB

Their ranking judge a players ceiling while also factoring in his current playmaking ability a little bit. It's the ceiling part that coincides with draft projection.
And honestly, that makes sense.
Lots of players have the confidence, football savvy, and enough athletic ability to succeed at a high level in hs athletics, but it's harder for them to do in college when the players are all faster and stronger. Recruiting sites could never determine if a players intangibles can carry over to the next level. All they can really do is try to determine the athletic ability and size a player can bring with them. Cooper right now exhibits above average athleticism, average top end speed for his height, and average size for a receiver. As far as that's concerned he's rated correctly. He is a play maker imo though, so he can still be a very usefull guy in college.
He's an 89, that is where the guys who have great skill, but are tough to project, end up. Gerald Turner, David Johnson, Braxton Berrios, and guys like that fit that bill. I am not real worried about where he's ranked. I don't get really upset about the recruiting rankings, as long as we have The HBC, and get good players to fill our needs. Pharoh will earn his stars at W-B Stadium, though, I guarantee you that.
One thing I was wondering about is how fast Pharoh is. On some of his highlights, he looks like he's moving really well, but it's so hard to tell on those videos. I think he runs about like Jimmy Legree. What do ya'll think?

I feel Rivals got that one right. The kid should be ranked as a 4 star Athlete worst case scenario.
