It looks like the UCF data contains one newer academic year (2006-2007) than the NCAA data. I doubt that one year could drop the four-year GSR average from 55% to 39%. GSR, in general, is much more misleading than APR (several year lag), specifically when talking about big time football programs.

COLUMBIA, S.C. (AP) -- Athletics officials at South Carolina say a clerical error submitted to the NCAA is behind the report of a 39 percent graduation success rate for the football team.
The NCAA said Tuesday that the school resubmitted the data, increasing the rate to 55 percent.
