Because it is April and Martin has had all of 2 weeks to build relationships with kids that usually are done over a period of years and all the top recruits have been committed to other teams for months.
Edit: If you are asking why they are not in the system, then my guess is that either 247 isn't up to date or they don't have offers from high majors so they weren't tracked. One of the Lithuanian guys is a 3 star on rivals.
