I guess as a comment on the question though...that must make it difficult for subjects requiring long term programs and subjects...3 temporary members who have to be trained by the others seems kinda disruptive. I guess that's how a couple of my favorite guys down there get a high profile.
Seems to me that a non-voting governor appointment would be a sufficient check for state government interest
