Officially paying players would change very little. For example, let's say the NCAA approves a $2500 per year amount for all FCS football players. That $ amount just replaces the current amount of $0 and is probably still lower than the amounts paid illegally by programs that do it. It would not stop programs from illegally "adding" several thousands more to the legal amount, which would still give them an advantage. The only impact might be on those kids that do not want to take the illegal money but feel the need to if they are really poor and struggling; with a legal stipend, they may be able to say "no" if they want to.
